JOB DESCRIPTION
 
TITLE: Road Master
DEPARTMENT: Public Works
 
THIS POSITION REPORTS TO AND IS SUPERVISED BY: Township Manager
 
THIS POSITION SUPERVISES/DIRECTS:
  • Road Crew
  • Park Staff
THIS POSITION IS:
  • Full Time   
  • 40 Hours per week
  • One half hour lunch
  • 7:00 am to 3:30 pm
  • On call 24/7 for emergencies  
  • Overtime as determined and approved by Township Manager
                                                    
PURPOSE OF THE POSITION:
The Road Master plans, organizes, administers, directs and oversees the activities, projects and operations of the township road crew and parks department.       
ESSENTIAL FUNCTIONS REQUIRED TO PERFORM THE POSITION:
 
  • Oversight responsibility of road maintenance, repair, and construction, bridge maintenance, building and facility maintenance, vehicle and equipment maintenance
  • Coordinates the activities of the public works staff including work procedures, preparing work schedules and expediting work flow.
  • Discuss project schedules, daily work activity with township manager
  • Coordinates with vendors and consultants
  • Assign, direct and participate in the work assigned to the Public Works Department on a day-to-day basis
  • Delegate assignments through the road crew foreman and lead park employee.
  • Ability to supervise, mentor and discipline public works employees both union and non-union.
  • Assist Township Manager with union grievances, meet and discuss sessions and negotiations
  • Coordinates with state and local agencies and authorities for projects related to construction within the township right-of-way of township roads
  • Monitor the performance of all public works department employees.
  • Prepare recommendations and cost estimates for required construction, maintenance, and repair activities.
  • Assists the Township Manager in formulating and developing departmental plans for the maintenance, repair and construction of Township infrastructure.
  • Works with the Township Manager to ensure all necessary procurement is in accordance with the township purchasing policy, budget and Pennsylvania law. 
  • Assist Board of Commissioners and Township Manager in the annual update of the Capital Improvement Plan.
  • Compile and submit the departmental operating and capital budget to the township manager for discussion with the Board of Commissioners.
  • Assists in preparing all bid documents for public works projects and purchases which require the bidding process. 
  • Provides, to the township manager the necessary quotes for purchases not requiring the bidding process.
  • Deals with questions, suggestions and complaints from residents concerning public works issues.
  • Prepares and presents required reports. Performs periodic inspection of township roads, properties and equipment and maintain documentation of same. 
  • Investigates and resolves operational and administrative problems
  • Attends Board of Commissioners meetings as requested by Township Manager to provide updates on projects  
  • Perform regular periodic inspection of all roads and equipment and maintain accurate detailed records of same.  Prepare and provide manager with written schedules of daily work/maintenance to be performed and document results.

MINIMUM REQUIREMENTS TO HOLD THIS POSITION:
1) Required Education/Experience/Training:
  • Bachelor’s degree in construction management or related field and minimum of five years experience in Public Works operations in a management role, or an equivalent combination of education, experience and training. 
  • Extensive public works experience or similar private sector administrative and operational experience, including road construction and maintenance. 
  • Mechanical ability
 
2) Required Knowledge:
  • Knowledge of the principles and practices of local government including procurement, budgets, liquid fuels, administering and reporting for grants.
  • Possess analytical skills, effective communication skills, and organizational skills.
  • Good understanding of the First-Class Township Code, applicable laws, general management and administrative practices, township ordinances, rules, and regulations.
  • Knowledge of the laws, regulations, and requirements applicable to township public works operations and the interrelationship with PennDOT, PADEP and other state and local regulatory agencies.
 
3) Required Licenses/Certificates/Registrations:
  • Valid Pennsylvania Driver's License including CDL Class B
  • Resident of the Commonwealth of Pennsylvania in close proximity to Pocono Township.
 
4) Required Ability to Use or Operate the Following:
  • Proficient in the use of standard office equipment, including but not limited to: computer and Microsoft Office software, Permit Manager, Co-stars, internet research and other online applications pertinent to Public works duties and responsibilities.
  • Standard equipment such as back hoe, loader, roller, excavator
